out of the senate by late spring or summer. senator durbin and i spoke to the president yesterday to update him on the group's progress. and he couldn't be more pleased. he strongly support this is effort. the key to our compromise so to recognize that americans overwhelmingly oppose illegal immigration and support legal immigration. to this end our framework contains four basic pillars. first, we create a tough but fair path to citizenship for illegal immigrants currently living in the united states that is contingent upon securing our borders. second, we reform our legal immigration that will build the american economy and strengthen american families. third, we create an effective employment verification system that will present identity theft and tend hiring of future unthorsed workers and lastly, we establish an improved process for e admitting future workers to serve our work force needs while protecting all workers. other bipartisan senators have stood in the same spot before trumpeting similar proposals. but we believe this will be the year congress finally gets it done. t

a bipartisan group of eight senators is poised to announce their plan today. illinois democrat dick durbin is one of those senators. he says the stars have finally aligned on this major issue. >> we have virtually been going for maybe 25 years without a clear statement about immigration policy. that's unacceptable in this nation of immigrants. >> the plan laid out in this five-page documents put together by gang of eight senators would overhaul the immigration system. the plan includes a pathway to citizenship for the roughly 11 million immigrants already in the country. it would require those with no serious criminal background to register with the government, pay a fine and back taxes, but not before federal authorities put more unmanned drones and agents along the border. the plan also includes a guest worker program that loosens restrictions for people who work in the agricultural industry as well as their children. robert mendez helped draft the bill. >> first of all they expect it, democrats need it and republicans need it. >> the last time there was an overhaul was in 2007 but the b

senator dick durbin. i'll turn here because the vice president going to be pulling up right behind me. it's a prayer service. they get a chance to reflect a little bit at the start of this new term. our own chris wallace sat down with the recollector here, reverend dr. lewis leon. he is someone who says look, this is a great tradition because it gives the new president or reelected president a chance to reflect, pause. you can see right behind me we're going to have -- i'm going to let you see -- actually it's the obama motorcade. the bidens must be on the other side. there is the president of the united states right there. mrs. obama coming out. and their family walked in earlier. we can see their daughters coming around the corner, about to meet up with the president and first lady. there is the first lady's mother. mrs. robinson. they're going to be walking in together. they're going to meet with the recollector right there on the way in. this is a chance for the first family to worship right here and get a chance to start the second term off with a little bit of prayer, a little bit o

at the 35 statues representing men and women, well, one woman. thank you illinois and senator durbin for the statue of frances willard, though i feel obligated to say she was born in rochester, new york. thankfully, she will soon have a company when rosa parks completes her journey from the back of the bus to the front of statuary hall later this year. [applause] now we look around and remember the men and women who helped to define our nation. they like us worked hard to move this country forward. here in this hall, four presidents took the oath of office. here abraham lincoln served his single term in congress, and john quincy adams, the only former president to return to serve in the house spoke out against slavery. today we also remember in event that took place outside the building but reverberated within. this year marks the 50th anniversary of the reverend r. luther king junior's march on washington, which spurred passage of the historic civil rights laws. we are honored to have with us a colleague, congressman john lewis, a speaker at that historic march. the democrats would not elect him. but we need -- but there are democrats who will stand up. dick durbin wouldn't have gone along with this, i am sure. this is a time not just for the democratic party. this is a time for the good of the nation even -- i have to say this. even if democrats were in the minority they should not be able to to obstruct everything the way republicans have done. by the way, another big mistake they made was back in 1975 or so that before that, you used to need two-thirds of the senate and they reduced it t lamont calling from maryville indiana. caller: like the caller said before me, okay, well back in the day, two years ago, that's all harry reid talked about. after obama won, that's all he talked about. when you look at it now, what is actually changed? i think it's the gun debate and it's going to get primaried or whatever by the nra. it has to be something because that should have passed. >> bill: i guess your cell phone cut out. i'm sorry. no. you made a good point. no. i don't understand why the change either why given --

, four democrats, charles schumer, dick durbin, and republicans include john mccain and marco rubio. it includes pathway to citizenship provided the borders are secured. reforming the current system to attract the best and brightest. an employment verification system. improving the process for admitting workers in the future. all four of those things could be a huge stumbling block. it comes one day before the president himself announces his own immigration proposal. spoke earlier with congressman luis gutierrez, a democrat from illinois. and congressman mario diaz-balart, a republican from the state of florida. here's what he said. congressman, gutierrez, i'm going to begin with you if i can. you met with the president on friday. did he know this was coming? of that list that we've talked about, points that are likely in this proposal, what do you think is the biggest sticking point? >> well, look, he did know, and the important thing of friday's meeting, quite honestly, is that the president said he's going to make this his top priority, his number one priority. just so we have it
